New image reveals plans for hotel, restaurants and EV hub near legendary A90 diner
“The proposed development represents a £20m investment” – Steven McGarva, Horn Developments
Plans have been outlined for a roadside development featuring a new hotel, filling station and three restaurants next to the main route between Perth and Dundee.
The proposals for the mixed-use scheme, which would also feature an electric vehicle (EV) charging hub and a lorry park, on the A90 outside Errol, have been submitted to Perth and Kinross Council.
Measuring 15 acres, the site is accessible via Inchmichael Junction and is located near the legendary Horn milk bar and restaurant.

The plans have been put forward by Horn Developments, a wholly owned subsidiary of property company Ashfield Land. Developers point to “significant economic benefits” with an estimated £20 million investment creating 200 jobs.
Additionally, using a direct location off Inchmichael Junction is likely to reduce the need for vehicles to travel further into Errol or The Grange.
The planning application builds on a number of historic planning consents already granted for the site, the most recent in 2017, which established the principle of developing a café/restaurant and petrol filling station at the location.
“Extensive engagement” with the local community on the proposals has been undertaken, including two public consultation events in August and September last year and a meeting with the community council and other key stakeholders.
Steven McGarva from Horn Developments said: “The proposed development represents a £20m investment, delivering an estimated 200 employment opportunities and providing access to a range of roadside services.
“It builds on a number of historic planning consents already delivered for the site.”
